To qualify for the Holiday Window Works award and cash prize, each community needed 12 or more businesses to participate.  Windows were judged and examined by adherence to theme, use of product, color, etc.  Phoebus, Poquoson and Franklin, were the three districts competing for this award with 15, 13, and 17 stores participating respectively. The Holiday Window Works winners were Robert’s Antiques; Phoebus, Christopher Stansbury; Franklin and Poquoson Pharmacy; Poquoson. The over-all Holiday Window Works award winner was Christopher Stansbury in Franklin. The delightful and trendy eye-wear store managed to adhere to the theme, incorporate product, lights, humor and more. annual Retail Alliance Holiday Sales Watch survey report Thanksgiving week sales were strong and up significantly from last week but down slightly from the same period last year.      The annual merchant survey seeks information on a weekly basis from local merchants regarding general sales, the mood of shoppers and what’s “hot.”      Sales from the week before were evenly split, with 42 retailers reporting increases over the previous week and slightly fewer merchants reporting a decrease.   Half the merchants responding experienced an average decrease from last year of 64.33%, while about a third of respondents said sales had increased an average of 38.75%.  The balance reported no change from last year.  Of merchants who reported increases, the sales for the week over last week ranged from up 10-200% and decreases of 10 to 60%.      One merchant who asked not to be identified reported an increase in sales of 30% over the previous week and 60% from last year noted, “I believe the large discounts the retailers were offering were greater than in past years causing people to buy, even in this tight economy.”    For the first time, merchants were asked to rate their experience with ‘cyber Monday” sales (on line sales the Monday after Thanksgiving).  Most merchants responding do not have e-commerce websites, but the 30% who do (19 merchants) characterized Monday’s sales as “great” or up slightly from last year.”      Merchants were asked about the mood of shoppers.  Characterizations were overwhelmingly (41.7%) “reserved,” with “cautious” and “cheery” close seconds with 33% each.      Asked what items were popular in the past week, merchants reported that personal care items and electronics were moving well, as well as ornaments.  Specific items cited as popular with weekend, sales were slightly down, according to survey results in the fifth annual Retail Alliance Holiday Sales Watch; a weekly snapshot of retail activity in Hampton Roads.      Despite the brutal prediction that the 2008 holiday shopping season will be unsuccessful for the retail industry, retailers are staying positive and continuing to sell merchandise.  Although numbers are down overall; when compared to Black Friday last year, 54.5% of local merchants reveal that sales were up this past week, from the week before.   Out of the members surveyed, food and specialty gift businesses comprised over 50% of the responses.  The remainder came from electronics and jewelry businesses.  When asked what might have impacted sales during the past week, responses varied.  The increase in sales from last week to this week was due to in-store promotions and coupons.  One retailer mentioned “I believe the large discounts retailers were offering this weekend, were greater than past years, causing people to buy even in a down economy.”  Overall, when compared to Black Friday last year, most retailers are blaming the economy for the decrease in sales.       The hot-selling items this past week were: Soy candles, bath salts, neck and body-warming wraps, baked goods, children’s pajama’s and books, personal care items, Christmas ornaments, and special electronics- the Blackberry Storm.  Retailers who have an on-line retail presence, described sales on “Cyber Monday” as either great and up from last year, or awful and down from last year; the results were 50/50.     Surveyors were asked to describe the attitude of the holiday shoppers this past week, and 36.4% of respondents said the majority were cheery and positive, yet very cautious, others were more reserved.  Even with the 2008 elections.  It is the first such event to be conducted in the Hampton Roads area, and willserve as a vital tool for voters at decision time one week later on November 4.  With local and national representation, attendees will have the chance to vote, ask questions, voice their concerns and suggest who they think should be the winners on Election Day.        Attendees will cast votes on a non-scientific electronic ballot and meet in a casual setting with candidates and their representatives to voice their concerns and opinions.  About 7:15 p.m., Virginia’s first election results of 2008 will be revealed by Bianca Martinez of WTKR, and the candidates will get a good indication of where they stand with voters in Hampton Roads.  Whatever the outcome, the candidates will have a Shoppers donated money to their favorite display, and the location that collected the most amount of money won the community honors.  The second level of judging was the Retail Alliance Holiday Window Works Award, determined by a panel of judges on a 100-point scale.  One winner was chosen from each district, as well as one overall prize winner. Most Diverse Window - Sarah's Irish Pub in Phoebus decorated four small windows each with a different holiday theme, from “How the Grinch Stole Christmas” and “The Christmas Story” to a Salvation Army bell ringer. Best Use of Color - Bert & Zelda's, a Portsmouth antique store, used deep red as a unifying color and printed messages to establish a theme. Best Use of Space – Elevations, a Norfolk gift shop, had very little space to display their design, but the owner incorporated product and light to create a window that grabbed the customer’s attention. Most Creative 2-D Window - An employee of Swisher Pens in Hilltop, painted a 2D design in the window, truly a piece of art! Best Coordinated Windows – The Franklin Business Association deserved this award due to the community’s apparent effort to incorporate a decorated wreath in each participating window.  It made the community look unified, yet each window was different. Ham it Up Award - Smithfield Business Association received this award because the judges appreciated their efforts with the multiple uses of ham, pork, pigs, etc. Above and Beyond Award- Phoebus Merchants Association received this award for having 18 businesses participate in this year’s Holiday Window Works campaign.  Mellen Street was filled with decorations and demonstrated that well-designed windows attract pedestrians who subsequently shop.  A special thanks to all the businesses who participated in the 2007 Holiday Window Works Contest! Nearly all retailers reported their sales for the previous week were up or even. Eighty-five percent reported sales up, which is an increase of 15 points over the previous week. Only two retailers reported that sales were down. Of those retailers reporting higher sales, the average increase was 11 percent, which is two points higher than last week. All responding apparel stores and food retailers reported sales up. Many of the retailers said that this season's extra shopping day definitely contributed to higher sales. They cited more people out shopping at the "last minute," with Friday and Saturday being especially busy. Two retailers reported strong gift certificate sales on December 26. Last-minute shoppers continued to display positive attitudes and were described by merchants as "friendly"and "wonderful." A few retailers reported that shoppers seemed very happy and satisfied to find the items on their gift lists. In a sharp increase from last week, almost 90 percent of retailers reported their sales for the previous weekend were up or even, which is an increase of 30 percentage points from the previous week. Almost 70 percent of respondents reported sales up. This is an increase of 20 points over last week. Of those retailers reporting higher sales, the average increase was 9 percent, which is four points higher than last week. All responding apparel stores reported sales up, and all food retailers reporting this week are either up or even. Also, 80 percent of home décor retailers reported sales were up. This is a slight increase over all from last week. "Retailers are doing an admirable job attracting consumers to their stores with special promotions and discounts," Retail Alliance President/CEO C. "At this point, it appears that the 2005 holiday shopping season will prove to be positive for the majority of our merchants, which is a reflection of the strength of the Hampton Roads economy." In a decline from the two previous weekly reporting periods, only 60 percent of survey respondents reported that their sales were up or even. Fifty percent of these respondents reported sales up, which is a 17 percent decrease over last week. Of those reporting higher sales, the average increase was 5 percent over the same holiday shopping period in 2004. Seventy-one percent of apparel stores reported sales up, which is a significant increase over last week. In another category, food sales were off somewhat from last week, but still marked a 6 percent increase. One food retailer reporting multiple locations said the group is up year-to-date overall. A number of merchants have repeatedly commented on the importance of the Internet in boosting store sales. For example, one survey respondent said that some consumers were shopping online, and then calling the store to check availability. The growing consumer use of the Internet for shopping has led the Retail Alliance® to offer a new website development program for its association members. Details of the program will be announced early in 2006. As for shopper attitudes, all retailer surveyed this week reported positive attitude ranging from "good" to "great and wonderful." However, 67 percent of these respondents reported sales up, which is an 11 percent increase over last weekend. For example, 80 percent of home décor stores reported higher sales, as did 66 percent of apparel stores. Of those reporting higher sales, the average increase was 6 percent over the same holiday shopping period in 2004. Although a few merchants reported a decrease in sales, the majority of retailers indicated that shoppers appeared positive and upbeat. However, many consumers continue to look for bargains and do not yet exhibit any urgency to buy. According to the merchants surveyed, shoppers' attitudes ranged from  "cheerful" to "pouted out." About 28 retailers reported sales results through the second annual RETAIL ALLIANCE Holiday Sales Watch, a weekly snapshot of retail activity in Hampton Roads. 81 percent of survey respondents reported sales were up or even, with 56 percent reporting increased sales. These retailers are primarily small, independent merchants. Of those reporting higher sales, the average increase was 9 percent over the same holiday shopping weekend in 2004. Although a few merchants reported a decrease in sales, the majority of retailers indicated that shoppers appeared festive and in good spirits at the start of the holiday season. On a national level, the National Retail Federation called it Blockbuster Black Friday Weekend, saying that weekend spending reached $27.8 billion, up 21.9 percent from last year. A survey of 4,209 shoppers conducted by BIG-research for the trade group found that the average shopper spent $302.81 during the weekend. A few Hampton Roads retailers noted that shoppers were simply looking and not buying yet, which may reflect a national trend of higher Internet sales. According to comScore Networks, Internet sales began to spike on Friday and continued through yesterday, the shopping day known as Cyber Monday. Last Friday, Americans spent $305 million online, a strong increase of 22 percent over the year before. "It appears that Internet sales outpaced in-store sales volume for Black Friday," said RETAIL ALLIANCE President/CEO C. Donald Porter. Additionally, the Governor directed state agencies to develop new substance abuse treatment approaches and education efforts targeting the growing use of methamphetamine in the Commonwealth. "Methamphetamines are a growing health and safety problem nationwide," said Governor Warner. "We've uncovered 46 illegal meth labs in Virginia so far this year. This substance is not only dangerous to use, but dangerous to manufacture. About 20 percent of meth labs are discovered only when they literally catch fire and explode. We can and must restrict access to these precursor materials before more horror stories make us realize we've acted too late." The State Health Commissioner has made a compelling case that sufficient cause exists for him to declare that methamphetamines constitute an imminent danger to the public health for which corrective action must be taken. The Superintendent of the State Police has likewise determined that methamphetamines constitute a significant public safety problem. Prudence dictates that steps be taken immediately to address this problem in Virginia before it reaches the magnitude seen in some states. Methamphetamines are manufactured using a variety of precursor ingredients, many of which are found in legal, over-the-counter medications. A growing number of states are taking action to limit access to these precursor ingredients. A majority of states have now imposed some limitations on retailing of these products or are considering such limits. Virginia needs to take similar steps to protect the public health and safety and to avoid becoming a haven for the manufacture of methamphetamines. While many retailers in Virginia have taken voluntary steps to limit the sale of precursor ingredients for methamphetamines, a uniform approach is needed. Accordingly, based on consultation with the State Health Commissioner and the Superintendent of State Police and based on their best professional advice, the Governor directs the following: That the State Health Commissioner issue by September 15, 2005, an order limiting quantities that can be purchased of the precursor ingredients most commonly and easily used in manufacture of methamphetamines, restricting access to the targeted products by moving them behind the counter or requiring them to be otherwise secured, requiring identification for purchase of the targeted products, and requiring a record of purchases to be maintained. This regulation shall be effective no later than October 1, 2005, and shall be in effect until July 1, 2006, to allow time for action by the 2006 General Assembly. That the Governor's Office of Substance Abuse Prevention, the Superintendent of State Police, the State Health Commissioner, and the Commissioner of Mental Health, Mental Retardation, and Substance Abuse Services develop further comprehensive educational efforts to help curb methamphetamine use. Retail Alliance advocated for this legislation, after a local retailer brought a loophole in the law to the organization's attention. The retailer had filed charges against an employee who was giving friends and family the company's employee discount on their purchases, an act of employee theft. However, because of the loophole - ambiguity in the definition of employee theft - the judge dismissed the charges. "This was one of the most advantageous bills for retailers that passed in this session," said Margaret Ballard. Retail Alliance's vice president of advocacy, who successfully worked with two legislators to introduce bills addressing the problem. Ballard also worked closely with the Retail Alliance Loss Prevention Task Force and the Security Managers Association of the Retail Merchants Association of Greater Richmond to garner grassroots and lobbying support. In the Senate, Ken Stolle of Virginia Beach carried SB1209, and in the House of Delegates, Bill Janis of the 56th District (Louisa, Goochland and parts of Henrico County) was the patron of HB1616. The legislation, which passed unanimously, makes several changes: Enables merchants to recover a civil judgment up to two times the unpaid retail value of stolen merchandise. (Unpaid retail value allows for the problem of employees stealing with an employee discount). Previously, the law stated that merchants could only recover the actual, or wholesale, cost of goods. Enables merchants to seek recovery for both shoplifting and employee theft. Clarifies the definition of shoplifting and employee theft to include property stolen for the perpetrator's or someone else's use. "This legislation helps retailers' bottom-line by giving them another avenue to pursue in recovering stolen merchandise," said Delegate Janis. "One of the goals of the civil justice system is to provide incentives for people to stop wrong behavior. This bill hits shoplifters in their wallets and gives retailers some relief." Janis noted that both the House and Senate versions of the bill passed without a single "no" vote. "That reflects the common sense and necessity of this legislation," he said. Governor Warner is expected to sign the bill into law, and it would become effective July 1.
